The system of national accounts is a public product with non-exclusivity and non-competitiveness,which is also the a kind of institutional arrangement of international statistical systems and macro-economic statistical information.It does not fully state China's theories and practice of national accounts,but complements cognition of model selection,knowledge production and system construction of China's national accounts.It shows that,firstly,the reform starting point of China's statistics is the indicator of 'output value' using MPS boundary and China has never systematically carried out the MPS.The transformation and reform is the integrated results of domestic motivation and international pressure.The development of China's accounting practice is not balanced and currently located between SNA1953 and SNA1993 with part of items are approaching SNA2008.Secondly,the contribution of China's scholars in SNA area are in three aspects:introduction,interpretation,and localized exploration.The knowledge of SNA is related with national economic safety and quality improvement.China's scholars should devote their efforts in the SNA research to improve our social infrastructure.The SNA concept is provided which emphasizes the further theoretical law and methodology research.Thirdly,the limits of SNA itself and China's high-quality development require SNA to further research and development.Also,China's track of SNA system is constructed and systematical development path is issued.

(1)判断一个国家是不是发展中国家,不能只依据GDP总量。究竟应该依据哪些指标,本质是一个社会经济统计测度问题,应该专题研究,构建一个指标体系,这一测度扩展也可用来回应发达国家给中国戴高帽所施加的压力。
(2)其实,这在社会经济统计中是一个普遍存在的问题,即“数据篡改(data tampering)”问题,最典型的例子就是高盛公司索要高额费用,专门为希腊加入欧盟而打造虚假达标数据。但到了中国,数据质量问题往往被不少人做出政治化的解读。
(3)恰恰是这两点突出体现了计划体制与市场体制不同社会背景下的核算模式特征。
(4)在认识国民核算史时,应该注意“数据年”与统计表公布年份的区别。
(5)本来是解读生产劳动的“苏格兰方式”,当时却被认定为东方核算体系的固有观念。
(6)钱伯海教授对此原则做了更为明确的、更易于操作的论述,故而在中国被称为“钱氏定理”。
